Nope, not legally, or by any channels I am aware of. not unless you have someone that works in the DMV! An insurance policy is a private contract between the insurance company and the policy holder. There is no cause for it to be public knowledge and no public data base that maintains such records. if you have their plate number, a search can confirm their insurance company, as it is listed as a code.. There are lots of people having the same question like you and yours is just another one.
